I haven't tried this on audiotape or dictating discs, but have you thought of Citra-Solv. We've discovered at home that it cleans most kinds of gunk off lots of surfaces without damage. It might be worth a try on a junk disc or two.

I'm concerned that acetone, which usually gets it off, may also destroy the disc surface itself.
